Trust vs. Revenue: Tackling Fare Evasion in Ruter’s Barrier-Free Network
Oslo’s public transport system relies on an open-access model, providing seamless travel but creating opportunities for fare evasion. With ticket revenue funding 40% of Ruter’s operations, the €40 million lost annually to unpaid fares is a critical challenge. This session presents Ruter’s current roadmap for increasing the number of paying customers. We explore how we combine high-visibility inspections with improved digital accessibility and communication strategies to protect revenue. Attendees will gain insights into balancing operational efficiency with financial sustainability in a modern urban transport environment.
