As Head of Customer Services at the Liverpool City Region Combined Authority, Emma Handby oversees smart ticketing, customer contact and feedback services, and key transport assets including tolls, tunnels and ferries. Six months into the role, Emma is working with colleagues across the organisation to progress the programme to deliver full multimodal Account-Based Ticketing by 2027, alongside close collaboration with bus franchising teams and Merseyrail. With 25 years’ experience in local government across policy, research and customer-facing services, Emma brings a strong focus on customer outcomes to transport delivery.
